Project Specification:
On November 1st, 2016, under the supervision of the leaders of China and Malaysia, China Communications Construction Company Limited (hereinafter referred to as “CCCC”) and Malaysia Rail Link Company (“Owner”) entered into the phase I agreement of the East Coast Railway Project - Malaysia in Beijing. On April 16th, 2017, the owner issued a work order and on August 9th, 2017, the project commencement ceremony was held in Kuantan, and Wang Yong, Chinese State Councilor, attending the ceremony. On July 3rd, 2018, affected by the general election and change of government in Malaysia, the CCCC East Coast Railway Project - Malaysia received an indefinite stop-work order from the owner. After several rounds of negotiation, the Chinese and Malaysian parties reached a consensus to continue the construction of the East Coast Railway Project. On April 12th, 2019, CCCC and Malaysia Rail Link Company entered into relevant supplementary agreement in Beijing. The East Coast Railway Project - Malaysia successfully resumed work on the eve of the second "Belt and Road" Summit, making important contributions to the friendly cooperation between China and Malaysia, and the continued deepening and implementation of the "Belt and Road" initiative.
According to the supplementary agreement, the East Coast Railway Project has a contract amount worth 44 billion Ringgits Malaysia, with a whole length of about 640km, spaning six states and federal territories in Malaysia and is scheduled to be completed by the end of 2026. Upon completion, the project will connect important towns on the east coast of and developed cities, regions and important ports in central and western Malaysia. CCCC will participate in the operation and maintenance of the railway, and at the same time, join hands with the local government and enterprises to develop TOD, industrial parks along the project and promoting sustainable development of economy and society.
Characteristics and Significance of the Project:
The East Coast Railway Project - Malaysia is the largest traffic infrastructure project along the “Belt and Road”, has been the largest economic and trade cooperation project between China and Malaysia so far, and is currently the largest unit project under construction by Chinese companies overseas. The East Coast Railway Project has the characteristics of “three high”, “three large” and “three difficult” , i.e. high international attention, high design standards and technical integration requirements; high safety, quality and environmental protection requirements; large project scale, large environmental differences, and much time and space spans; difficult organization and coordination, difficult land acquisition and demolition, and difficult domestic entry.
From the perspective of this project, the East Coast Railway Project is the group’s well-deserved “No. 1 Project”. From the perspective of the development layout of overseas business, the East Coast Railway Project is a new benchmark for China's railways to "go global". From the perspective of globalization of CCCC, the East Coast Railway Project is a great brand to build a world-class enterprise with global competitiveness. From the perspective of national strategies, the East Coast Railway Project is the intensive embodiment of joint construction of the “Belt and Road” initiative and building “the leadership of the Communist Party of China, ideals and beliefs, reform and innovation, fighting spirit, revolutionary discipline, and military-civilian unity”.
As an important project for China and Malaysia to jointly build the “Belt and Road”, the East Coast Railway Project adheres to the concept of “integrating life and promoting growth” and realizes "soft connectivity" among the people. After the project is completed, it will greatly promote the development of Malaysia's commerce, logistics, import and export and tourism industries and bring convenience to local people’s life.
